Mr. Natan Vlasov has been appointed as the official representative of the chief Rabbi of Ulyanovsk to prisons in Ulyanovsk. He is recognized by the Federation of the Jewish communities of Russia as the official Chaplain to Ulyanovsk prisons.
This past Chanukah, he went to visit an important Jewish figure who is now under arrest. He gave him presents for Chanukah, including the local Jewish calendar, Chanukah menorah and candles and books.
